New CBIC guidelines give businesses clearer registration timelines, from three working days for eligible applicants to seven days after successful Aadhaar authentication, while setting out documentation requirements, verification triggers and the process for responding to queries raised by tax officers.

The Central Board of Indirect Taxes and Customs has issued detailed guidelines for processing GST registration applications, setting out timelines for approval, documents required for different types of business premises and the circumstances in which tax officers can seek clarification or conduct physical verification.

The guidelines, issued through Circular No. 257/03/2026 GST, seek to reduce delays and repeated requests for clarification while ensuring that genuine businesses can enter the GST system without undue procedural hurdles.

The framework follows grievances from applicants who faced delays or rejection after tax officers raised queries or sought additional documents relating to information already furnished in the GST registration application.

Three working days for eligible applicants

One of the key features of the framework is the faster registration route available to eligible small taxpayers.

Small taxpayers who mainly supply to unregistered persons, or issue tax invoices to registered persons for passing on input tax credit below Rs 2.5 lakh a month, can opt for simplified registration under Rule 14A of the CGST Rules.

Under this mechanism, registration is granted automatically by the system within three working days. Applicants identified through risk based parameters and data analytics for electronic grant under Rule 9A are also given registration automatically within three working days from submission of the application.

The simplified route is subject to prescribed conditions. A taxpayer opting for it cannot declare outward taxable supplies to registered persons involving total tax exceeding Rs 2.5 lakh in a month and cannot obtain more than one registration in a State or Union territory under Rule 14A on the same PAN.

Seven working days where Aadhaar authentication succeeds

For regular applications where the applicant opts for Aadhaar authentication and successfully completes it, the proper officer is required to process the registration application within seven working days from submission.

Where the applicant does not opt for Aadhaar authentication, fails to complete it, or the application is selected for physical verification based on risk parameters and data analysis, the application is to be processed within 30 days of submission, subject to the prescribed physical verification process.

The processing timeline therefore depends on the route followed by the applicant and whether additional verification is required.

Seven working days to respond to a query

Where an application contains incomplete or illegible documents, an address mismatch between the application and supporting document, or an incomplete or vague business address, the proper officer can issue a notice in FORM GST REG 03.

The applicant has seven working days from receipt of the notice to respond in FORM GST REG 04.

The officer then has another seven working days to take a decision. If satisfied with the response, the application has to be approved within that period. If the officer is not satisfied, the application can be rejected, but reasons have to be recorded in writing and communicated electronically through FORM GST REG 05.

If no action is taken within the prescribed period, the registration is deemed to have been approved and the registration certificate is to be made available on the GST portal.

Documents depend on the type of business premises

The CBIC has prescribed documentation depending on how the applicant occupies the principal or additional place of business.

For owned premises, an applicant can provide the latest property tax receipt, municipal khata, property identification document, latest electricity bill or latest water bill in the applicant’s name. The address must match the address declared in the GST registration application.

For rented or leased premises, the requirements differ depending on whether a registered agreement is available or legally required.

Where no rent or lease agreement is available, the applicant can furnish an undertaking in the prescribed format along with a document showing possession of the premises.

The framework also recognises premises provided on consent basis and co working arrangements.

For co working spaces, the applicant needs to provide a membership agreement showing the specifically allocated desk, seat, suite or area and the full address. Additional property or lease documents are required depending on whether the co working provider owns or leases the premises.

Residential and business addresses can be different

The CBIC has clarified that an applicant does not need to have a residential address in the same State, district or city as the principal or additional place of business.

A residential address can be in a different State, district or city from the business premises, although accurate details for both locations must be provided in FORM GST REG 01.

The clarification is relevant for businesses whose promoters or authorised signatories live in one location but operate the business from another.

Registration remains online and faceless

The CBIC has reiterated that GST registration is an online and faceless process. Applicants do not need to visit a GST office to file their applications.

Physical interaction is required only in specified cases, including physical verification of business premises or biometric Aadhaar authentication, original document verification and photograph capture at a designated Facilitation Centre.

Manoj Mishra, Partner and Tax Controversy Management Leader, Grant Thornton Bharat, said the framework could make GST registration more predictable for businesses.

“GST registration should be an entry point to formal commerce, not the first tax dispute a business faces. Yet genuine applicants have frequently encountered repeated documentary demands, objections towards residential or shared premises and subjective scrutiny of utility bills or promoters’ addresses, delaying business commencement, invoicing and customer onboarding.”

Mishra said the framework’s significance extends beyond administrative convenience because registration delays can affect business expansion, invoicing and working capital, particularly for start ups, MSMEs and businesses expanding across states.

The new framework gives businesses clearer guidance on the documents required, the timelines applicable to different registration routes and the process to follow when an application is flagged for clarification or verification.
